Solutions about housing construction for workers In Bac Ninh industrial zone

Demand about housing for workers in industrial zones in Bac Ninh province is being an important issue needing to be solved due to strong economic development in here.

The development status of Bac Ninh Industrial Zones

Bac Ninh has 15 industrial zones approved by the Prime Minister with a total area of 7.681ha (IZ: 6.847ha and urban area of 834ha), in whic, 8 industrial zones have been put into operation.
Until now, in the industrial zones of Bac Ninh province, there have been 978 projects granted investment certificates with a total investment reaching up 12.780.23 millions USD (including domestic investment capital of 31.473.32 billions, equivalent to 1.526.34 millions USD, foreign investment capital of 11,253.88 million). Accordingly, global brands for investment are Canon (Japan), Samsung (Korea), Pepsico (USA), ABB (Sweden), Ariston (Italy), ... . They contribute to promote Bac Ninh to become one of the leading provinces about attracting foreign direct investment and one of top electronic industry of the country.

Particularly in the first 6 months of 2016, investment attraction in industrial zones of Bac Ninh province achieved positive results, with total registered capital reaching up 563.11 millions USD, exceeding the 2016 target over $ 100 millions. After the investment licenseing, the businesses enhance disbursement, enlarge scale, promote production and business development in order to increase revenue and export value compared to the same period.
 
With 736 businesses coming in operation, the Bac Ninh Industrial Parks currently employ over 200,000 workers, in which most of workers are from other provinces (accounting 63%). With the development orientation of the province's industrial parks by 2020, the number of employees is expected to increase 10,000-15,000 people/ year. Therherefore, it is easy to see that the demand for housing for workers in the industrial zones will also increase quickly each year, although some employees do not have demand to rent.
 

Housing demand in the industrial zones of Bac Ninh.

According to statistics, over 90,000 workers in the industrial zones in the province have demand of housing, most workers in the industrial zones are renting houses of local people. Currently, the province has about 6,400 households having house for rent with approximately 25,000 rooms, average area of ​​15-20 sqm, meeting for demand of over 40,000 employees (2-3 workers each room). Currently, this spontaneous housing model meets the immediate needs of the employees. However, in the long term, it is difficult to manage this model ... Meanwhile, the social housing projects, houses for workers in the province meet only accommodation demand for about 29,000 people ( in which 4 projects have been completed and put into operation which meets the housing needs of approximately 22,260 people, the remaining projects are still in the investment preparation process).

Facing with these problems, The Bac Ninh Province People's Committee has directed the Department of Construction to build housing service scheme for workers in industrial zones in 2014-2020 period. After almost 2 years of scheme implementation, it has attracted 04 new investment projects, bringing the total number of worker housing projects up to 14 projects. It is expected that the project will meet the accommodation for 69,058 people until completion. 
 

Advantages and difficulties in the development process of social housing

Decree 188/2013 / ND-CP dated 20/11/2013 on the development and management of social housing issued by Government has created conditions for the construction of social housing of businesses. Besides, the Bac Ninh province People's Committee issued Decision No. 800 / QD-Committee dated 05/8/2014 which approve the development project about housing services for workers in industrial zones in 2014-2020 period. The development of the industrial parks is prerequisite for housing development; the attention of the branches and authorities in the housing construction for workers in industrial zones in the province in order to ensure social security and social welfare for workers.
However, the housing construction for industrial park workers also faces any difficulties because mechanisms and policies on housing development is not uniform, many preferential policies and mechanisms do not encourage businesses to invest in construction.

Some key solutions.

In the coming time, to dealt with necessary issues of housing needs for workers in industrial zones, the Management Board of Bac Ninh provice Industrial Zones will focus on implementing some measures as follows:
- Reviewing the overall project to add and adjust the social housing schemes to suit the actual situation.
- Supporting for social housing projects in general and workers' housing projects in particular to attract investors and reduce the cost of housing.
- Creating favorable conditions for enterprises during compensation work for site clearance and land handover to implement projects.
- Applying flexiblely provisions of State law, the policy mechanism of localities to mobilize local investment funds for building housing projects.
- Developing and promulgating technical standards about housing for people to build houses for rent, to meet the needs of workers.
- About mechanisms and common policies, it is necessary to issue many preferential policies to attract qualified investors in taking part in the construction of housing for workers in industrial zones; facilitating investor access to capital to implement the project...
